Hmm. Well the legends are clickable too and will show regardless of value. If you add your Y axis as a legend that might get closer to what you're looking for.
Are you committed to the graph? I'd be tempted to try out a table or matrix for the data instead - that way your zero values will be selectable.
You could also use Conditional Formatting to add Data Bars to the data, somewhat replicating the graph you currently have :)

Hi DamienJ,
would like to utilise this graph yes, and was hoping there be some way to still show a bit of the bar chart even if the value is 0, if thats not possible then yes think ill have to check my other options.
