Sorry for the mistake I have made, please change the formula with dax below:
Row Number = COUNTROWS ( FILTER ( IHR, IHR[Column Count of Assignee] <= EARLIER ( IHR[Column Count of Assignee] ) && IHR[Index] <= EARLIER ( IHR[Index] ) ) )Community Support Team _ Jimmy Tao
