Top N and Others in matrix row

There are a lot of posts about top N and others but none of them deal with a matrix. Currently, this is my matrix using the default "Top N" filter. but I would like to achieve something like the exc...

Hi jlinhenley ,

 

Which value is based on to filter Top N? You said "All of this needs to change depending on filters", do you mean "Top N" is changed dynamically based on slicer selection? Why do you say  cannot use rank in a row or column for a matrix?
