Tooltips text with font size

I know, but I wrote that: " I would like to avoid page tooltips as it requires to adjust page size to each text so that it fits. "
Marcinvelcino ,I see but there are no formatting options for tooltips, the only way to do it as you want is through custom page tooltip.
I understand, and how would you enable this tooltop when you have a report for example :
When user hovers over titles of these visuals and would like to see a tooltip with text of information what it means :
