Tooltip without page filter

Syndicate_Admin , On the tooltip in page-level property you have the option - Keep all filter, uncheck that and below that drag all the columns you want to pass as filter.

I have the same problem with the tool-tip filters, but under the "Keep all filters" option, I don't see anything that tells me I can drag all the columns I want to pass as a filter.
Here's what I can see. Could it be that this is another version of Power BI or is there something I am not understanding?
