Tooltip shows different value than actually displayed

I am plotting a line chart with two measures. The chart shows the value, however the tooltip shows 0 value.

When i try to drill down, i see values as 0:

What I might be missing here?

Thanks @samdthompson for replying. I deleted the charts and measures and recreated them exactly as it was earlier and it solved the problem.

try formatting the normalized cb as a decimal too. then refresh the report.
