Tooltip not displaying correct values in scatter chart

I have a table with data for student groups and districts. In the scatter chart it displays a dot based on the district and size of student group. I have one group that is not displaying properly and...

    UPDATE: The only solution I could find was to change one of the values in the spreadsheet (I changed one district from 93.9 to 93.8) and refreshed. This created enough difference for both display a tooltip for each properly AND each with its own dot (see below).
