Tooltip in ArcGIS map

Hi all.  I'm wanting a different tooltip in my ArcGIS map.  Is there a way to turn it off, or can we reformat it in any way?  It would be nice to put some KPI's in there that are nicely formatted, as well as a picture of the property.
