Tooltip for image/button with rich text formatting?

Is there a way to do a tool tip that has rich text formating OTHER than making a totally separate tooltip page and pointing to that?

I want to add some descriptive text to various items and buttons on the page but I do NOT want to have to make a custom tooltip page for each one.

Being able to do something like:

Purpose: Shows inventory levels
Updates: Hourly at 15 past the hour
Requested by: Sales Team
Data Source:  Daily Sales Register Feed

Instead I can only get this

Yes, there are 2 methods to achieve the desired goal with adding the buttons.

1. The option is to use the tooltip functionality.

Create a button, switch on the action option, put there bookmark just because you need to choose some option, and enter the wanted text on the tooltip:

Other option use on hover style option and enter the desired text there:

Result :
