Tooltip experience as in mobile view

To suggest an idea go here:
https://ideas.fabric.microsoft.com/It is not a perfect solution but have you tried bookmarks.
You can have an icon in the top right of your visual and when you click it the "tooltip" appears.
Since the bookmark is making a rectangle and visuals appear rather than a bookmark, it is full interative.
If the user clicks a row/column/slice in the visual it will naturally interact with the "tooltip".

I think using bookmarks is a good workaround - probably producing even better UX than the built in tooltip option. That said, what prompted the post in the first place is that they do have a working solution already with the native tooltips, but it's only on mobile view.
