Tooltip and hovering area

I am using donut chart to show a small circle. I am overlapping it with other visual to show total number in the center.

First, I tried KPI. Works fine except a tooltip because KPIs dont have a tooltip. No tooltip while the mouse is over a number.

Then I tried Card. That works a bit better. The tooltip would pop up but only if the mouse is precisely over the number. What else I can try to make tooltip work while hovering over anywhere in the circle?
