This is a limitation of visual calculations in tooltip pages — they may not correctly re-evaluate with hover/implicit filters from the main report page. For precise logic (like comparing to dynamic averages), prefer using DAX measures over VCs in tooltips.

It’s a limitation of context. On a tooltip page, Power BI adds a hidden filter for the hovered category. Visual Calculations run after that filter, so “count above average” is computed on a tiny set and looks wrong.
Fixes (pick one):
- Use a DAX measure that ignores the hover category (e.g., average with ALLSELECTED or REMOVEFILTERS, then count values > avg).
- Keep visual calcs but turn off “Keep all filters” on the tooltip page and don’t pass Category in Tooltip fields, so the tooltip contains all columns to compare.
