Tool Tips

I'm making a tool tip, but when the bar graph shows up, all the values are the exact same.
The graphs I have are the correct values however when I switch over to the tool tips, they change values.
Due to the nature of information, I can't show you the actual values, but I've made a chart below that shows the same problem.
Please help, and thanks in advance.

Agent Name	Calls Made
Frodo Baggins	5
Samwise Gamgee	5
Gandalf the White	5
Total	5

Little more information require
1. The Calls Made is egenerated by DAX maesure 
2. Are you using same table for both visual (main and tooltip)
3. Can you please check the relationship if data generated from two table. 

It looks relationship issue or DAX function issue. Commonly relationship issue where in your tooltip page FILTER context is not working properly.
