Toggle button to remain on top

I have already created a toggle button, however, I want it to remain on top of the visual even if someone clicks within the visual so that they can toggle to another visual in PowerBI Desktop. Both visuals are top of each other.

I followed the steps from this YouTube video https://youtu.be/5QMpc5fUV2I?si=biV9eDlFJ5magN90
