Try this measure
Created Count =
CALCULATE(
COUNTROWS(Append1),
FILTER(
ALL(Append1),
FORMAT(Append1[Date_Created], "MMM-yy") = FORMAT(MAX(Intel_Cal[Date]), "MMM-yy")
)
)
