Timeline with labels?

I'm trying to create something similar to a Visio timeline, just a long bar with dates and labels, similar to below . None of the timeline visuals seem to have an option to display the detail label like this without requiring a mouseover tooltip that I can find. I tried using the Gantt visual with grouped tasks but again found no option to display the name of each block. Any suggestions on how to create something similar?
