I think I have the solution you're going for if I understood you correctly.
1. In 'Axis' of your Chart, mine happens to be 'Clustered column chart'
Nest 'Month' under 'Year'
2. End up with something like this.
3. Click
5. Will get you something like this:

OMG, it was as simple as clicking a button, I can't believe I missed it but this is exactly what I was going for. This is perfect. Thank you very much.
