Is "Longest Average Wait" a string? If so you might need to make another field which converts it to a datetime, then format the field in the tab strip.

In your dashboard, before publishing, click the field the Longest Average Wait is based on and format it as time in the Tab Strip.

Click Field.

Change format in tab strip.

Also, what viz are you using?
