Time Formatting on Card Visualization in Dashboard Looks Different than Report

I'm having an issue where my report is showing a proper time (the field is a measure) value on a tile but the tile, when put on a dashboard, is showing something else.

Below are screenshots.  On my report, the tile looks like this:

On the dashboard, however, it looks like this:

The odd thing is when I drag to resize it, it changes to the correct time of 6:54 AM then back to this when I let go of the mouse button.

Any ideas?
