The resource principal named https://dev.azure.com was not found in the tenant

The error message indicates that the resource principal for https://dev.azure.com was not found in the tenant named xxx. This means that either the Azure DevOps service is not registered in your tenant, or you are using the wrong tenant ID to authenticate.

There are a few possible solutions to fix this error:

Check if you have the correct tenant ID in your authentication request. You can find your tenant ID in the Azure portal under Azure Active Directory > Properties > Directory ID.

If you are using the correct tenant ID, make sure that the Azure DevOps service is registered in your tenant. You can do this by going to the Azure portal > Azure Active Directory > Enterprise applications > All applications > Add an application > Non-gallery application > Enter a name (e.g. Azure DevOps) > Add > Single sign-on > SAML > Basic SAML Configuration > Identifier (Entity ID) > Enter https://dev.azure.com > Save.

If the Azure DevOps service is already registered in your tenant, check if you have the required permissions to access it. You may need to ask your administrator to grant you consent or assign you a role.
