I am trying to connect to a state website to import data from the web. I can connect to it with a browser and I can access the site using Excel>Data>From Web. Because the Excel option is limited I decided to try the Power Query add-on but get the message
"The request was aborted: Could not create SSL/TLS secure channel."
when I try to connect. After much Googling and trying various suggested answers to no avail I found where someone was able to use the Power BI to get around this problem. I downloaded and installed Power BI and get the same message. I Googled and read through this forum for an answer with no luck.
Can anyone please provide a suggestion of what I can do to avoid this error. Both Power Query and Power BI provide tools I would like to explore to improve the capabilties of our staff.
Any suggestions will be much appreciated. Thank you!!

Can you share some detail content of your issue? It will be help for troubleshooting. For example: formula, screenshots, datasource,...etc

What I do with Power BI Desktop is
Get Data from the Web
Connect
Enter https://cse.ccsas.ca.gov/
I receive the message
Unable to connect
We encountered an error while trying to connect
Details: "The request was aborted: Could not create SSL/TLS secure channel."
I get the same message using Excel Power Query but not Excel Get Data from Web which connects with no problems.
I hope thi smakes sense and helps explain the problem.

I can't reproduce your issue. (I can't open your url directly, when test on power bi desktop I receive the error message "Unable to connect to the remote server")
In addition, I test with other links and all of them works well.( tool: excel and power bi, urls: bing, google, hotmail...)
I think the issue may caused by service/network, maybe you can try to change a url and test again.
