The publish to web button is not available when using a csv file as the data input. Previous posts discussed why the feature is unavailable for direct data.

In Power BI Service, "Publish to web" is available on reports in our personal workspace that you can edit. The option is aimed for dataset. We cannot use Publish to web with reports that were shared with you. If the report stored in a group workspace and we are also able to edit the report, then "Publish to web" is also available.
Besides, based on my test, the "Publish to Web" feature is available for the report which uses CSV file as the dataset. In your scenario, you need to check if the report can be edited by yourself. If not, the "Publish to web" option is not available.

@dozzy I have successfully used publish to web for reports that are using csv as data source. Are you sure report isnt for group but for your own workspace.
