The "Apply" button missing when creating a relationship in Power BI Model View

Hello.

I'm hopig someone might be able to help me on this.  When I try to create a relationship between two tables in the Model View, The "Apply" button is missing.  So I cannot complete the relationship.  This is happening in all of my reports anytime I try to create a relationship. Is there something in the settings that I am neeeding to change?  Previous relationships already set in other tables are not affected.  Only when I try to create new relationships.

Here are some troubleshooting steps that I have already completed.

1. Relationship columns have same format (Text).

2. I have cleared the cache and restarted my computer.

3. The same thing is happening in all of my PBI reports.
