Testing Row level security on a published report

I have enabled row level security on a dataset which has been published to Power BI service.

 

A user has created a report using the dataset and published this report to the Service.  I want to be quckly test row level security on this report.  I have tried downloading the report in Power BI desktop, the Manage role and View As tabs are disabled.  I am unable to test use the 'Test As Role' functionality on the dataset as this opens the report linked to the dataset.

 

Is there anywas I can test row level security on a report (connected to a dataset) via Power BI Service or Power BI Desktop?
