I hve done below chart however I need Target line how do i fix it , please help me.

need : Target line

The screenshot you provide is broken , so I cannot understand your needs in detail .
I add a Line and clustered column chart visual ,and maybe you can refer to it .

I fear that POwer BI does have some limitation,
