Tachometer - Callout percent does not equal callout value

I have a tachometer that shows non-compliant users vs total users.  The excel sheet used as a table has two count fields, one for total users and one for non-compliant users.  The total count field has a value of 1 for each row of data (~51,000 rows).  The non-compliant user field has a 1 for non-compliance and a zero for compliance.  Finally, I have a filter for user type and market.  When I filter on a certain user type / market combination where there are 0 non-compliant users, the tachometer correctly shows the callout value as zero, but often shows the callout percent as a very small number, such as 0.2%, 0.4%, up to 0.9% in some cases, but never reaching 1%. 

 

I've checked the data and in one instance, I have a population of 111 with 0 non-compliant users.  The callout value = 0, but the callout % = 0.9% which is basically 1/111.  Any ideas on why the callout % is incorrect in certain zero value filter situations?  Just to be clear, some 0 value situations also present 0.0% as the callout.
