Tabular table in Power BI

I need to make a matrix consiting of a number of dimensions on rows and a dimension in the columns but the matrix visual only displays one level at any given time. Instead I need to drill up and down.
Generally, the columns and rows in matrix are collapsed by default, we can only see one level data. If you want to see all levels data, please click "Expand all donw one level in the hierarchy" button. And set "Stepped layout" option off.

The stepped layout vs tabular layout toggle is still all-or-nothing in the native Matrix as of 2026 you can't select specific rows to display in tabular while keeping others in stepped format. This is a known gap vs Excel pivot behavior.
For reports where Finance users need mixed hierarchy display (some levels collapsed, specific levels in tabular form), Flexa Tables on AppSource gives more control over how hierarchy levels display users toggle the layout per level directly in the published report without going back to Desktop
