Table Relationships - One to one / One to many

Hi everyone, 

I have 2 tables that have data targets and actual numbers gathered. 

There's an existing dashboard in Tableau that uses this relationship: 

I'm wondering if this can be replicated in Power BI? I'm not too familiar with the Power BI relationships, I've tried recreating the same thing but it only allows for one relationship to be active. 

Hopefully someone is able to help.
