TRUE/FALSE Subtaols in Matrix Visual

I have created a Matrix view with rows of projects, by department, and then the Values are a TRUE/FALSE if the project is needing staffing from other departments.  As can been seen in the attached screenshot, some projects do need the department's staff (TRUE), others do not (FALSE).  At the Subtotal/Summary level, though, the summary value is TRUE.  The behavior we'd like to see is if any project is FALSE, the Subtotal/Summary is FALSE, not TRUE.  This seems like a setting "somewhere" but I cannot find it.  This is the DAX used in the measure for determining TRUE/FALSE:

I tried changing the return values to a numeric 0 or 1 or even the text "No" or "Yes" but in all cases, it seems like the visual has the behavior of rolling up to the TRUE value instead of the FALSE.
Is my formula wrong? Is there a setting I'm just not seeing that can flip this around?
