Good Day guys, can someone tell me how to create like this, do I need to create a separate column for Goal/target?
Hi, @RanHo
KPI visual can show the changes of TARGET and ACTUAL over a period of time.
Did you encounter any problems when using KPI visual?
You can follow the document to see how to use it:
Key Performance Indicator (KPI) visuals - Power BI | Microsoft Docs
What do you mean by Goal/target? If you only want to display one value, you can create a column and use card visual directly.
Did I answer your question ? Please mark my reply as solution. Thank you very much.
If not, please feel free to ask me.

Hi RanHo,
I'd suggest using the custom visual "Card with States" from OKViz.
You would then drag your Actual Measure into the Measures field well, and the Target Measure into the Targets field well.
There are a number of templates that you can choose from, and many different options to customize, as shown in the article here: Card with States - OKVIZ.
All the best,
Greg
