Make sure you don't have any other filters on your report pages.
It will also only filter based on what values there are in each of the tables.

Actually there isnt any other filter on my report pages other than 'domain department'. moreover, on the problematic page the slicer shows only 2 values which i can filter, while in the table that column gets much more values than those 2 values.
