Switching between Commercial and Government tenants in Power BI Desktop

According to an FAQ posted here:

https://docs.microsoft.com/en-us/power-bi/service-govus-overview#frequently-asked-questions-faq-for-...

The July 2018 release for Power BI was supposed to bring functionality to enable users to switch between Commercial and Government tenants in Power BI Desktop.  The issue I have is my client is using a Government tenant for Power BI.  When I try to login to Power BI Desktop to publish our reports, it is trying to publish them to the commercial cloud.  Was this functionality actually released?  How can I switch my desktop client to allow my account to access the Government cloud?

Hi @CPettit,

Could you please tell me what is your license of your account?  As I know, Users with Free licenses are running in commercial cloud. Pro US Government licenses show up in the portal, and the administrator can assign those licenses to users. For more details, please check the online document.

The account that I'm using does not have a free power bi license, it has the Power BI Pro Government license assigned.  When I login to the Government Power BI Web interface, I can create app workspaces and do anything I need to without the "Free" warning messages.  However, if I try to login to Power BI Desktop, I get a message saying I need a license to continue, and I can sign up for a free license.  According to the post I linked to above, there was supposed to be a way in the July Update to switch between Commercial and Government clouds in the Power BI Desktop.  Was this functionality ever added?
