Switch values to rows in matrix creates blank first row

I am using the "switch values to rows" functionality in a matrix, found in Values > Options. I notice this creates a blank first row - is there any way to remove it?

    I would like to remove that blank space. There does not seem to be any reason for it to be there. Do you have a suggested solution?
