Switch tenant
How can I use my account on multiple tenants?

Please refer to this document and ask the administrators of other tenants to invite you to be a guest user.

Then access to other tenants via tenant links shared by others

With that will i be able to also make changes to the dataset in PowerBI Desktop and publsih it to their tenant?

This requires adding you to the corresponding workspace and giving you the role with edit permission in the workspace.

This doesn't work if the reports are shared from another tenant. You'll have to approach the other tenant for the reports to be visible under 'shared with me'.
