Switch formula then order legend

I created a switch comlun and then created a seperate table to order the legend, but when i create relationship show circular dependency. Any sugguestion on this issue? 
I bascially just want to order the legend from <0% to >10%

Can you please show a screenshot of the current relationships in the model (remember to remove sensitive info)? To add this new relationship, I think the separate table should be on the one side and the table that has [Price Trend Performance] should be on the many side.
