Summarzing a matrix column for graphing purposes

In the matrix below, the "Upside (coefficient) column is outputting as intended.  

I need the zzzzzGraph Average to equal the average of the column just to its left.  

Can't seem to develop a measure that captures that.  

Any help, greatly appreciated!

Looking at you PBIX file I cannot identify what are the measures you are using to get the matrix and chart above.

Can you please identify how you are building the two visuals.

Also do you want for each year to have the average value of the full column or do you want some other values?
