Summarizing results in table with non-active relation

This is a follow-up of an earlier posts about the same dataset which I have problems with. @Greg_Deckler .

Simplified picture of the model see below and sample data.

Code > Business Units
Project > Project numbers and name
BudgetNEW > Budget for hours in 2024 including tariffs.
Data > hours registered by employees
Employee> Employee db. Indicating Employees Business units etc.

I am creating an overview based on Table "Code" - field "Business Unit" for several measures. I am able to see hours registered etc. etc. [see below].

Now I want to look to the hours registered via the “AdminBU” in the budget table.
These hours I want to multiply bij an amount coming from some parameters - summarized by the measure “Sample_Result”.

As you can see I have now only values for BU3 and BU4 which is correct.

However I would like to project these values on the ‘regular’ Business Units (from table Code) I have built my table on. See also picture and sample data.

It would be great if I could also use these values in summations over the normal business units afterwards. So add it to the “Cost of hours” for example.
