Sum of Two Data Points from Two Tables By Quarter and Sector

Hello, 

  I'm trying to compare two data points from two different tables, Budget and Sales over Quarter and by Sector. The end result needs to look like a bar chart, with the bottom axis being the Quarter and Sector and then two bars with the total $$ of Budget and Sales.

 

I have matched both the Quarter and Sector relationships between the two tables, however, the match does not work. It will align, however, but one $$ will ALWAYS total for the whole year, not by quarter. I'm so confused as to why this is happening, I have created several charts like this in the past, and it works out well, but have never had this issue. 

 

Please help!

That being said, it sounds like an issue with your relationship. Perhaps it is not bi-directional and needs to be?
