Sum measure based on Related Table

Hello all - Please help with this simple issue

Table 1: Mapping Table of City to State

Table 2: Contains Sales, City and Month

I have linked these table together via the City fields via a one-to-many relationship.

I need to make a matrix that sums based State, however I cannot make this work. It sum all values instead of by state.

Months in the columns, State in the Rows, Sales values in the values.
