    maybe you can try this

    Measure = sumx(FILTER(VALUES('Table'[resourceid]),[MoMDiff]>0),[MoMDiff] )

Measure 2 = SUMX(FILTER(VALUES('Table'[resourceid]),[MoMDiff]<0),[MoMDiff] )
