Which chart is suitable for comparing two sets of measure values that are usually hard to compare because of the differences in scale?

Maybe you can use small multiple line chart.

Probably a dual axis chart of some kind, perhaps a combo bar / line chart?  Having the dual axis would keep one value from swamping the other because of the scale.
