Suggestions for better visual
I need help improving this visual or suggestions of a better visual (native visuals only) to convey equipment "wth signal" vs "missing signal". This PBI site tracks equipment for service teams to know which machines they need to install new software on by calling out equipment "missing signal”. The team wants to know what percentage and count of hardware falling into the "with signal" group vs "missing signal" group. The good news is that almost all equipment is "with signal". This is also the issue. With such a large difference in values which visual should be used.

What is more important for your audience - absolute number of missing signals, or the ratio? Across the teams or for each team individually?
You can try a treemap, and use Field Parameters to allow different starting points (by category or by team)

It's all about empowering report users. "Personalize Visuals" is one option, Field Parameters are another. Let your audience decide which aspect of the data is more important for them. Less guesswork for you, more QoL for them.

If your worried about differences in scale you could always use a log scale instead. But you would need two measures, for both with and without signal and swap to a cluster chart
