Sub- Total for rows and columns field

I'm facing a unique problem with sub-totals in Power BI Matrix Report. I've created a subtotal on two of the grouping column called "Category and Matrix". Also, on the same column, However, the matrix report is not displaying the sub-totals for Target and Actual. Which I have put in rows field.

I've been trying to resolve this issue for past one day and have looked all around the web and nothing seems to point me in the right direction. Can anyone please guide/help me in finding what's the issue here and the solution?

Category and Matrix in Column field.

Region, City, Target and Actual in Rows field.

QTY in Value field.

Not showing subtotal for Target and Actual 

Please help me in this.

If I will put Target and Actual in value then format will be incorrect. I need subtotal in row field.

Your requirement can not be met by a single Power BI visual. I am not sure if it can be met at all.

Target and Actual are Row items. Totals only apply to Values items.
