Strange licensing issue
Everyone in our org has a Pro license for Power BI. I published out a report using a few different data sources (Oracle, Excle, CSV) and it works for me. After publishing it and sharing it with those that need to use it (View access), they cannot see it. A report security check window pops up and then they get a "request access" window. However, if we grant the user Contribute access then they can view the report and dashboard.
Any information for this is welcome

1.Did you click the Share button and enter others' account to do the share?
Based on my test , everything worked fine via this way, others could view the report but could not edit it.
I got such a message when I attamped to directly paste my report url in other's Power BI account.
2. If you add others to your workspaceA as a Contributer role, the workspaceA will appear in their workspace list, then they could do much more than just share a single report.
