Stop legend filter in tooltip chart

Hi guys!

I have main dash and tooltip chart. So When I hover on main dash map, tooltip chart appears. But Also map has 2 legends and When I hover on specific legend the tooltip chart gets filtered, is there a way to stop it?. I disabled 'keep all filters' on tooltip chart but it shows the same value for all bubble. I would like to show both legends value regardless of hovering on specific legend but filter data based on single bubble. 

I mean filter data based on single bubble but no filter on single bubble based on legend.

I have attaached pictures. (No filter based on orange and blue for a specific bubble)
