Stepped Layout Option Missing
It looks like the Stepped Layout for Matrices is missing with Version: 2.129.905.0 64-bit (May 2024).
They changed the names of the Matrix Stepped layout and moved it to a different section of the format pane - see https://www.linkedin.com/pulse/new-power-bi-matrix-layouts-pbicorevisuals-cr1if/?trackingId=exNtAPjS6FSLAN2emRxkaA%3D%3D
TLDR - you need to go to the layout and style presents and select a layour option there
