You can create your required conditional formatting by adding a stacked column chart with the following set up:

Your item is consistently colored depending on which grouping they belong to.   It turns out that without doing any special configuration, Power BI's native function supports coloring like above.  Does this address your issue properly?

To create stacks, adding a field to the legend tile is required. Legends do not currently support conditional formatting but the the colors can be manually assigned.
