I am showing it in a stacked chart. Looks like this without any massaging:
1. Why my data options are calcs only? Both value columns are "whole number".
2. How do I show percentages for both columns?

The aggregations available in the field well are context-sensitive to:
a - the data type of the field
and/or
b - the type of visual and which field well the value is in. In this case, powerbi wants one value on the y-axis for each category on the x-axis so there has to be an aggregation. If the data only has one value per category then SUM, MIN, MAX, AVG gives the same result as if 'do not summarize' was available.
1. What do you mean by 'data options are calcs'?
2. This is probably due to the size of the visual. Stretch it vertically and see if they appear
