Let's say I have a stacked chart that shows two categories. When one category's value is zero it is not shown in the chart. Can I enforce it to show all the time?

@serpiva64 Ah, I see it now. You are applying it to the Y axis. But for me it is available for X axis.
@serpiva64 I dont see that option. The value is shown as Sum. Is that he reason?

have you tried to "show items with no data"?
You can use a measure like this :
IF(
ISBLANK( [Value] ),0,
[Value]
)
You can try to replace 0 with a very small value like 0.00001.
