Stacked bar

I'm new to Power BI and currentely building a HR dashboard, I ​need to present the total no of Hires , offer accepted in a stacked bar chart with a line showing the cumulative qrtly set target .Tech dpt has a qrtly target of 20 . Q 1=8, Q 2 = Q 3 =6 and Q 4 = 4, please how to I accoplish this
